Emulating Win32 on Linux
ReactOS, which I mentioned a few days ago, is attempting to leverage Wine to run their Windows apps. Suddenly a ground-up rewrite of Windows doesn't seem quite so ambitious.
There was another commercial endeavor to rewrite Windows in Object Pascal, and sell it like the Lindows guys. I remember reading that they'd reached a few million SLOC (source lines of code), but have since faded into obscurity.

I think I found it: Petros, written by some folks in Tasmania.
They say it runs simple Windows apps written in Delphi at the moment, with full compatibilty (along with native Java support) forthcoming.
